The only "twin brothers" that comes to my mind is "Dead Ringer", but I doubt that is it. From the picture, the man does look as if he was in a "Robocop" suit, but that definitely is not from the trilogy, also judging from the picture, the truck (?) does look evil in a sense (perhaps a possessed vehicle movie?) (I am merely guessing from the look of the vehicle mirror). Am I on the right track?

That pic looks awfully familiar. Is the man seen in the pic having his face/body melting or something? In that case, then I doubt it is from "the Incredible Melting Man", but then, I never saw that film, so I cannot say. However, the melting effect does seem very familiar.
