This is the only time I'll vote for someone right off the bat, but since he probably won't get any votes anyways, since nobody here's probably seen (or maybe even heard of) The War Within, I'll give Hassan a vote, since he's one of the deepest and most complex characters, let alone villains, I've seen in a long time.
